Ihr zentraler Stellenwert soll in der Bundesrepublik Deutschland daher durch öffentliche Förderung verstärkt werden. Als solche ist diese jedoch an verschiedene Konventionen und nicht zuletzt geltendes Recht sowie die Verfassung gebunden. Eine dieser Konventionen ist die Ebene der öffentlichen Haushalte, die sich auf eine Einteilung des Kultursektors in acht verschiedene Aufgabenbereiche stützt. Damit wird bereits eine hohe Komplexität deutlich, die jenseits der bloßen Monetarisierung bestimmter Einheiten und Effekte und möglicher Verkaufserlöse liegt. Deutlich wird so auch die hohe wie notwendige Abstraktionsleistung öffentlicher Kulturförderung. In der Wahrnehmung von Individuen und insbesondere auf Ebene der Akteure der Kultur weckt das oft Begehrlichkeiten, die vermeintlich nicht eingelöst werden. Zudem liegen hier oft Missverständnisse vor, nicht zuletzt hinsichtlich der Begrifflichkeiten und Zuständigkeiten sowie der Wirkungsweisen einer öffentlichen Förderung, aber auch der Nachfrage an Kultur selbst. Diese Förderung kann auf verschiedene Arten erfolgen, wie etwa durch direkte Zahlungen und Unterstützungsleistungen, aber auch indirekt durch die Schaffung vielfältiger begünstigender rechtlicher und ökonomischer Rahmenbedingungen. Eine weitere Option ist die Förderung über Mittlerorganisationen, denen grundsätzlich keinerlei Mittel bereitgestellt werden, denen aber positive Effekte zugeschrieben werden.

This logic also highlights the high and necessary abstraction performance of public funding of the culture. In the perception of individuals and especially at the level of the actors of culture, this often awakens desires that are supposedly not redeemed. In addition, there are often misunderstandings here, not only about the terminology and responsibilities, but also about the effects of public funding, as well as the demand for culture itself. Public promotion of culture can be provided in various ways, such as direct payments and support services, but also indirectly through the creation of a variety of favorable legal and economic frameworks. Another option is funding through intermediary organizations, to which no funds are made available in principle, but to which positive effects are attributed. |
