Abstract:

This paper examines the concept of Government as a Platform (GaaP) and its potential for the digital transformation of Germany’s social administration. The analysis is based on the recommendation to develop a platform-based digital infrastructure known as the “Deutschland-Stack”. After introducing the theoretical foundations of GaaP, the paper compares the implementations in Estonia and the United Kingdom. Estonia relies on an integrated data infrastructure, while the UK follows a modular approach based on reusable digital building blocks. The findings suggest that Germany’s approach resembles the British model and faces similar challenges related to federal structures and administrative fragmentation. At the same time, standardized components and central platform services offer opportunities to improve administrative efficiency and foster innovation.
