Abstract: 
Im internationalen Standortwettbewerb versuchen Staaten, Regionen und Städte durch die Anpassung verschiedener beeinflussbarer Standortfaktoren ihre Attraktivität für ausländische Direktinvestitionen bzw. für die Ansiedlung von transnationalen Unternehmen zu steigern. In Abgrenzung zum internationalen Standortwettbewerb konkurrieren Gebietskörperschaften im interlokalen bzw. interregionalen Standortwettbewerb lediglich auf lokaler bzw. regionaler Ebene. Diese Wettbewerbsform ist dabei auf die Anziehung und Bindung mobiler und wohlfahrtsfördernder Faktoren, wie Einwohner*innen, Unternehmen sowie Sach- und Humankapital ausgerichtet. Mit dem Ziel, Wettbewerbsvorteile gegenüber anderen Standorten zu generieren, rivalisieren die jeweiligen lokalen Akteure um Ressourcen. Dabei spielen verschiedenste „harte“ als auch „weiche“ Standortfaktoren eine zentrale Rolle. Auch Kultur kann als Standortfaktor verstanden werden. Neben ihrer sozial-, bildungs-, umwelt- und entwicklungspolitischen Bedeutung tritt in diesem Kontext auch zunehmend die ökonomische Relevanz von Kultur in den Vordergrund. Im Folgenden werden zunächst einige grundlegende Begrifflichkeiten erläutert, welche für das weitere Verständnis von zentraler Bedeutung sind. Anschließend wird der Begriff des „Standortfaktors“ definiert und differenziert untergliedert. Zudem erfolgt in diesem Rahmen eine diesbezügliche erläuternde Einordnung des Standortfaktors „Kultur“. Darauf aufbauend wird die Kulturpolitik in der BRD betrachtet, um die rechtliche und ökonomische Relevanz des Standortfaktors „Kultur“ in der BRD zu analysieren. Anschließend wird die Bedeutung des Standortfaktors „Kultur“ und deren Entwicklung im Standortwettbewerb beleuchtet, analysiert und kritisch betrachtet. Abschließend erfolgt eine zusammenfassende Darstellung der erfolgten Analyse und der zentralen Ergebnisse sowie ein Ausblick auf die Frage nach der künftigen Bedeutungsentwicklung des Standortfaktors „Kultur“ innerhalb des Standortwettbewerbs.

In the international location competition, states, regions, and cities try to increase their attractiveness for foreign direct investment or for the settlement of transnational companies by adapting various location factors that can be influenced. In contrast to the international competition on location; local authorities involve in in interlocal or interregional competition on location only at local or regional levels. This form of competition is aimed at attracting and retaining mobile and welfare-promoting factors, such as residents, companies as well as the physical and human capital. With the aim of generating competitive advantages over other locations, the respective local players compete for the resources. Various "hard" as well as "soft" location factors play a central role. In this respect, culture can also be understood as a location factor. In addition to its social, educational, environmental and development policy significance, the economic relevance of culture is increasingly coming to the fore in this context. In the following, some basic terms are first explained, which are of central importance for further understanding. Subsequently, the term "location factor" is defined and categorized in a differentiated way. In addition, an explanatory classification of the location factor "culture" is carried out in this context. Based on this, the cultural policy in the FRG is considered to analyses the legal and economic relevance of the location factor "culture" in the FRG. Subsequently, the significance of the location factor "culture" and its development in the location competition is examined, analyzed, and critically considered. Finally, there is a summary of the analysis and the key results as well as an outlook on the question of the future development of significance of the location factor "culture" within the context of competition on location.
