Prävention und Maßnahmen zur Gesundheitsförderung stehen heute mehr denn je im Fokus des öffentlichen Interesses. Die Bundesregierung hat den Nationalen Aktionsplan zur Prävention von Fehlernährung, Bewegungsmangel, Übergewicht und damit zusammenhängende Krankheiten ins Leben gerufen, um gesundheitsfördernde Strukturen gerade im Hinblick auf eine gesunde Ernährung und ausreichende Bewegung weiter zu entwickeln. Gesundheit gilt dabei nicht nur als erstrebenswertes individuelles Ziel, sondern wird auch als eine Voraussetzung für Lebensqualität und Leistung angesehen und ist damit ein wichtiger Faktor für den Wirtschaftsstandort Deutschland.
Ziel dieser Arbeit ist, ein online-gestütztes Angebot zur Gewichtsreduzierung und Gewichtsstabilisierung im Hinblick auf die Eignung als Präventionsangebot von Krankenkassen zu analysieren. Dieses neuartige Angebot (e-Balance) aus dem Medium Internet stellt eine Möglichkeit dar, zeitlich und räumlich unabhängig, kostengünstig Prävention anzubieten. Durch das Medium Internet wird eine große Personengruppe erschlossen, die mit den herkömmlichen, konventionellen Angeboten nicht erreicht werden kann. E-Balance ist ein Online-Portal zur gesunden Gewichtsreduktion auf wissenschaftlicher Basis.
Das Portal soll durch Kooperationen zu einem B2B-Angebot (Business to Business) ausgebaut werden. Dies bezieht auch Konzepte zur Zusammenarbeit mit Vertretern der gesetzlichen Gesundheitsversorgung mit ein. Gerade im Hinblick auf die aktuelle Diskussion der Bundesregierung zur Reform des Gesundheitswesens (Gesundheitsreform, Präventionsgesetz etc.) ist eine Konzession als Präventions -Programm einer gesetzlichen Krankenkasse für das Unternehmen e-Balance von großer wirtschaftlicher Bedeutung. Für die Zulassung müssen bestimmte Kriterien erfüllt sein, die in dieser Arbeit eingehend betrachtet und analysiert werden.

Social security institutions such as the statutory health insurances have for years been offering preventive measures to reduce and prevent obesity. The measures consist mostly of training courses and individual counseling sessions at the various locations of the health insurance. Meanwhile there are also increasingly programs for weight loss offered on the internet.
This thesis analyzes such an internet portal in terms of its suitability for a range of primary prevention in accordance with § 20 par. 1 SGB V. The assessment is based on the guideline for the implementation of the prevention clauses 20 and 20 a SGB V developed by the leading associations of the statutory health insurances. In particular, the implementation of the prevention aspect in e-balance has been compared with the environment as well as the requirements of the principle for prevention Preventing and Reducing Obesity. The e-Balance portal is a web-based weight loss program for weight reduction and stabilization. It is based on the scientific foundation of the obesity therapy and is aimed at people who like to use the internet and are looking for a healthy and longterm weight loss. The analysis showed that the e-balance portal meets the criteria of the guideline in relation to the substantive requirements but not for the environment. A clear time frame and the definition of objectives are needed as well as the evaluation of the program should be realized to be eligible for funding as an individual approach to primary prevention through health insurances.
Such a program provides some advantages over the established courses. The costs for both, providers and users, are moderate in comparison to conventional offers. The e-Balance portal reaches persons not covered by the conventional courses. Due to its very nature as an online service the scope of the portal is much larger than that of the conventional and local offerings of health insurances. The health insurances could use this or similar programs to expand their range with modern communication media. This would open up new dimensions in the field of prevention. |
